Kerala was the first state to be recognized as the complete literate state in the year 1990 with 90% literacy. To date, it stands still in first place with the highest literacy rate of 94%. The enrollment of students in the elementary school has turned out to be 100% balanced among both girls and boys, and students of all social status. Kerala University is among the first 16 universities in India. 


The roots of Kerala’s literacy emerge from the 19th century Hindu rulers. In the year 1817, the Queen of Trivandram issued a royal decree that states With a hope that education will make people knowledgeable, reasonable, and better subjects and public servants. The queen also built public schools and encouraged elementary education. And kings of cochin have also promoted education.

The Kerala government has brought the Right to Education Act in force from April 1st, 2010 to provide free education for more than 92 lakh children in India. The Right to Education Act provides the right to free and compulsory education at a neighborhood school to all children aged 6-14 years. No school fees or indirect fees such as the cost of uniforms, textbooks, meals, and transportation will be borne by the children or the parents, the government will bear all the cost for their education. The government will provide schooling free to the children until they have completed their elementary school education.
